YouTube Masthead ads are among Google’s most prominent advertising placements, appearing at the top of the YouTube homepage. From October 21, 2026, Google expanded eligibility for this placement to include certain online gambling advertisers certified under its Gambling and Games policy.
Previously, the Masthead format already allowed eligible sports advertising. The October update extends access to other qualifying online gambling advertisers while keeping specific restrictions in place.
What Has Changed in YouTube Masthead Advertising?
The update gives eligible online gambling operators another way to reach audiences through YouTube ads displayed at the top of the homepage.
However, advertisers must meet Google’s certification requirements and comply with the laws and restrictions of each market they target. Advertisers promoting online gambling content who are not subject to mandatory state or national gambling registration requirements remain excluded from this expanded eligibility.
The change does not mean that every gambling business, affiliate website, or gaming platform can automatically use Masthead ads.
Why YouTube Masthead Ads Matter for Advertisers
Masthead placements provide high visibility because they appear at the top of the YouTube homepage. For eligible gambling operators, the expanded policy creates another advertising option for brand awareness and campaign launches.

Advertisers managing these campaigns need to check eligibility before planning creative production or allocating budgets. A business being permitted to run some Google Ads does not automatically qualify it for the Masthead placement.
What Advertisers Need to Check
Before planning a YouTube Ads Masthead campaign for an eligible gambling advertiser, should confirm the following:
- Google certification – Check that the advertiser has the required Google Ads certification under Google’s gambling and games policy.
- Market eligibility – Check whether the gambling product and target country are permitted under Google’s current policy. Eligible markets for online gambling products include the United States, Canada, the United Kingdom (excluding Northern Ireland), Australia, New Zealand, France, Germany, Spain, Sweden and South Africa, among other countries. The allowed products and licensing rules change from one market to another. You must check separately if you’re eligible for YouTube Masthead ads.
- Licensing and registration – Make sure the advertiser has the local license or registration for each market they plan to target. For example, sports betting and online casino operators in US states must follow the state’s licensing rules. In Canada, operators need to meet the requirements set by the province they’re operating in. In the UK, operators usually need to be registered with the Gambling Commission. Have an operating license.

- Age restrictions – Campaigns must not target people under the age. In the US, sports betting ads can’t go to users under 21. Daily Fantasy Sports ads can’t target users under 18. Other countries may have age limits, so it’s important to check each one.
- Creative and landing pages – Review the ad creative and landing pages to ensure they comply with the guidelines for Masthead ads and Google’s overall gambling ad policy. This includes adding gambling information, any required age warnings, and showing the license details if needed.
- Restricted gambling content – Google does not allow the promotion of gambling content except for eligible aggregator or affiliate sites that give information about or compare gambling services. Google also forbids the promotion of Mahjong games that involve money exchange in the Asia-Pacific region. Advertisers should check these rules before planning a campaign.
These checks matter because Masthead ads have stricter rules than other Google ad placements.
The Restrictions Still Apply
Google’s policy change doesn’t remove its controls on gambling ads. The rules still. Must be followed. Advertisers must continue to meet applicable legal, geographic, age, and certification requirements.
The eligibility of an advertiser also depends on its business category and the market it wants to target. Advertisers should therefore review the official policy rather than assume that the new allowance applies to every client.
What Advertisers Should Do Next
Advertisers that work with online gambling companies can check their clients’ certification status and decide if YouTube Masthead ads are a good fit for their campaign goals. They should confirm if the markets they want to target are allowed before making campaign plans or spending money.
YouTube Masthead ads update is a reminder that YouTube ad options can vary a lot depending on the industry and where the ad appears. Checking the policy rules before starting a campaign helps avoid problems later.
